Better late than never, I suppose. I had the same problem and I stumbled across this post. This is hoping others find it useful.
Check if you have to use a proxy server to access external URLs. In that case, add the following to web.config
<proxy usessystemdefault="False" proxyaddress="http://your-proxy-name.domain.com:port-number-if-any" bypassonlocal="True" autoDetect="False" />
I had a similar problem and this worked for me. [:)]

I had a similar problem and this worked for me. My error was i have set bypassonlocal="true" Case Problem it should be bypassonlocal="True" Thanks

Its not working for me .Any clue why its working for you all and not for me.I have used the same configuration suggested above.

I have resolved this bug in the past and for me it was related to the IIS Application Pools config.

Update Server Config file with following stuff
<service behaviorConfiguration="ServiceBehavior" name="CF.BL.Company">
<endpoint address="/Company" binding="wsHttpBinding" bindingConfiguration="WSHttpBindingConfig"
Add the <Host></Host> section in server config file , baseaddress value is being used inside automated generated WSDL file
