In the published version of last week (that was removed just after publishing) there were a PersistantImage.ashx handler that avoid the flickering of images in use in hover css.
Where is this file and why was it removed ?

The main reason was for security - we were worried about shipping a sample that showed how to serve up file contents directly. What you would typically want to-do is make sure this is very locked down (and you restrict the handler to only serve up the few
files you want to grant access to), and we were afraid that people might use the technique as-is without carefully doing this.
Having said that, you can still definitely use the approach. You can even use it without the CSS adapters (since there is no dependency on them).
