If you want a non-host user, this can be created by eiter registering, or going to the
Admin > User Accounts page and creating a user from there. This, in conjunction with creating and assigning roles that have permission to view/edit modules and pages should give you what
you need... assuming I understood your question.

Your first step would need to be go to Admin/Security Roles and create a new role something like "Can Add Announcements" then add a user as shown above.
then on the announcements module you have go to the settings for the module and set the "Can Add Announcements" rols as being allowed to edit the module.
