I'm trying to extend the Admin. Abilities following the instructions in "the White Paper on Extending the Personal Web Site Starter Kit" by Bill Evjen, which I downloaded on the starter kit page.
On the "Admin/users.aspx", he wrote "use the <a href="webadmin.axd">ASP.NET Web Site Administration Tool</a>" to manage the user accounts. But I can't find webadmin.axd file in the starter kit. How to compose one?

webadmin.axd is a special http handler that is built into the ASP.NET framework much like the WebResource.axd. You don't need to build it it just exists in the framework see this mini
article that might explain some more about it.

Thank you for your answer. It's very helpful.
The error I got from the server is File not found: webadmin.axd. What does that mean? Is the hosting server administrator in charge of it?

Did you ever find out how to call the webadmin.axd? I am having the same problem as you.

No. But from what I read about webadmin.axd, it seems only the web server administrator can configure it so that webadmin.axd can be called. I'm using other web hosting service, and it looks like they don't support that.
