On the page where your syndicated module resides, click the xml icon. This should bring up the cached xml doc for the syndicated content for the portal. Copy the URL in the browser address box. Then, set up an New Feed RSS module someplace on your site,
paste the URL into the URL textbox for the feed, and save. Then, the news feed should be viewable.
The rss.aspx is the code-behind that is used to create RSS feeds for DNN modules, not really a new source.

Ah, missed that point, sorry. Placing the URL "http://localhost/mysitename/rss.aspx" into the textbox for the link URL did work for that purpose in v3.x, but not sure if it works in v4.0.
If you don't see the info for the newsfeed, but see a feed with just some header info, try reindexing the site, using the Host account. Because of caching, the info is not immediately available until the next update/refresh of the site's cache.
