you can store markup in resx but you have to html encode it(as the resx is xml) IMO it is not a good idea and defeats the purpose.
As far as 'dynamic'(I don't think what you are describing qualifies as dynamic by definition).
In v2 it is easier to replumb the resx provider with another one, your own xml system or db or whatever other data store and corresponding query language. There is, however, poor (actually none I could find) documentation on how to do
a custom resource provider.
Try this. It has some bugs but it is a good start.
