Good afternoon brent,
I have deduced from reading the code in attachments.ascx.vb that users in the guest
role cannot add attachments. because the code:
says that if the users role is Guest the btnAdd which operates the Add Attachments
function is not enabled.

Admin - Can do anything
Project Manager and Consultant can't see the admin tab. so they can't add/edit projects. And as long as they are assigned to a project they have the same permissions as far as I can tell.
Guest Can look at issues they are assigned to. They are not supposed to be able to add/edit projects, but I have noticed that even though they can't add Parent, Sub, or related issues, the delete button is active. So by default they can delete the Parent,
Sub, or related issues under those tabs. It does not delete the issues themselves, but it deletes the relationship between them.
I have modified my roles, so Only admin and Project manager can delete issues. I added some code in the IssueDetail.aspx.vb. I am not the best programmer in the world, but it worked for me.
