You cannot use themes dynamically that way. The thread and the themes setting occur at different stages of the page life cycle. You might want to force a postback or redirect the page to itself and NOT chnage the theme the second time.
Or, better, take the .css file out of the theme and set the link dynamically in the header similar to Amer's suggestion.
