Once I drop ContentPlaceHolder, it can not be resized and moved as another controls.
How to resize and move ContentPlaceHolder?

The ContentPlaceHolder will take up the full space and location of its parent control
so if you have a <div> tag wrapped around the <asp:ContentPlaceHolder>, then manipulating the size and position of the <div> is what you need to do

There's no way to modify the contentplaceholder because it is in auto-positioning mode.

I have a related problem regarding my contentplaceholder. I built a site recently that used css and a masterpage I floated the two sidebars I had (a left one for navigation and a right one with some other text in and looked how I wanted it. i decided to
change the navigation one to a css list but after I did this the contentplaceholder and div content have been pushed down the page so they now are placed below the menu. but I can't seem to move the contentplaceholder back up the page. I have been on this
problem for days now and it is slowing other things I need to do down. If anyone can help here is the css and the masterpage source.
Have found the solution
