In a ASP.NET Web Site, you can add mobile page by choosing "Add New Item" -> "Mobile Web Form". There is no longer separate website/project type for mobile application in version 2.

You would need to use some device emulator to test the page. You can use Pocket PC emulator (Windows Mobile 2003 SDK with
2003 Emulator Images or
Windows Mobile 5.0 SDK).
Here also has a list of some other device emulators.

i have already downloaded the Windows Mobile 2003 SDK and Windows Mobile 5.0 SDK installed on my pc. what do i do next? in visual web developer express, the mobile form still shows as a whole page... need your help[:D]

You need to explicitly launch the device emulator from the sdk and open the url copied from the IE window which is launched from Visual Web Developer Express. The device emulator is not automatically integrated with Visual Web Developer Express so you need
to do this extra step manually.
i know this is too much to ask but i really need to know these stuffs soon so if i may ask if you could give a more detailed steps on how to launch the device emulator etc... thanks a lot[:D]

With the SDK you installed, can you locate the Pocket PC emulator from Start->All Programs menu? Sorry that I currently do not have access to an installed SDK and cannot tell you the precise steps.

ok i already downloaded the emulator device, this guy from another forum gave me this address -
