Your question surprises me because I thought this forum is for the starter kits (i.e. Time Tracker)
your answer surprises me. This is indeed the forum about the Time Tracker starter kit which you can find

I went to the link you posted.
It seems that I am in the correct forum for the Time Tracker 2.0
I am still unable to see a .sln in the downloaded project.

This should clear up the question/answer for you:
What you downloaded is not a project it is a starter kit. It's a .zip installed in the templates directory.
To start using it, you have to create a new web site and select the starter kit template you installed in the appropriate language. Then you will have a .sln file of your choosing. Press CTRL+F5 to finishing building on the first run.
File>New Web Site>[C#,VB]>Time Tracker Starter Kit

So that's how to get a website built for the Time Tracker project. How do you get the database built? I tried, in SQL2000, to attach the mdf file, but it fails to attach. I have no idea how to do it in SQL2005 Express. Any help would be appreciated.
I'm relatively new to VS.net and even newer (TODAY) to the 2005 version, so please be gentle.

if you downloaded the kit for 2005 the .mdf and .ldf files should be under the App_Data subfolder.
Also make sure that in the web.config the connectionstrings are laid properly. Normally this is the case when you're using SQL Express 2005.
