If 3.2.2 has the kinks worked out, which we will know soon enough, that would be my choice. Mainly becasue of the larger selection of modules.
I have a few installations to do next week, and my strategy is as follows:
Deploy 3.2.2 on ASP.net 2.0
Install the required modules, if all goes well, fine, if not roll the site to asp.net 1.1
After the required modules have been tested and verified with dnn 4.x on asp.net 2.0 upgrade.

For existing production sites? 3.2x - for the forseeable future.
For new Production sites? Same as above.
I don't have a high enough comfort level with 4x and V2 of the .Net framework yet.
