When I use the popup calendar, the format of the string comes out as MM/dd/YYY which I beleive is the US format, Is it possible to change this to use UK format as in dd/MM/YYYY ??

I think this should work for you. (tested it on newer v3.2, but should function in v3.1.x as well.
Step 1 - First login as Host, and add support for your Chosen Language/Culture. In this case add 'English (United Kingdom) locale. You don't need to add resources files or even a language pack unless you have one handy.
Setp 2 - Login with the account you are allowing to edit the module. Admin generally, but you could set others up too, your choice, though.
Step 3 - Next, change that user's profile to specify the preferred Language to match the one you setup in step 1. In our example, we'll choose en-GB again to match. Remember to click on the Add date to the Title, as you won't see the expire date field unless
you've added it with some minor mods.
Step 4 - Then, go to whatever module you are wanting to test. I used the announcements module. Try adding, or editing an announcement and using the popup calendar it should display the date according to your preffered language culture. Save the change or
new announcement. Presto! It should show up in the format you specified.
Note: I did not add any language pack in this example, but the localization codebehind works on localizing the display of the dates, at least in the Announcement module. When you add a locale to your portal, the cool language selector will show up, which allows
non-registered users to pick a language preference. In our example, picking another language like en-GB won't really change any of the text around but the dates should show correctly formatted. If you add a language pack, then the localized static text will
also show correctly. The CT has done a lot of good work with localization, so hats off to them! We will get full localization of content too; it's going to come because we've got so many good people working towards it.
