I ran into the same problem. At one point, however, I was able to reproduce it every time. I was using EditURL() with control key "keyName" to go to same page where user could upload an image file.
EditUrl("", "", "keyName", "otherParam=" & Request.QueryString("junk"))
Once user was finished, I did whatever processing and called EditURL again except the control key name was blank. I stepped through DNN code and found that "Edit" was being defaulted as the control key name if a blank value was passed in. It was checking
if user had Edit permissions which came back as false, of course, and the message "You do not have access to view this module within the portal" was displayed.
The solution to my problem was using NavigateURL() instead. Hope this helps.

I've faced this problem too and I'm in the process of investigating why this happens. As mentioned, the problem is kinda erratic EVEN WITH core modules. e.g. Documents, Events etc. SPECIALLY when you are running multiple sites
on the same portal.
Is this a known DNN issue / bug? If yes, is this an issue with the CORE or the modules? Any known workarounds? patches? I'm trying to find answers to these and will post here if I find any - but any help would be appreaciated.
