Not sure why you'd even need a dynamic one.
Just create a transparent GIF with 1x1 pixel. then wherever you need it use it and set its width and height to the spacing you need
Then again i may be missing something but this seems to have worked for me for a long time

Mike, you are missing something: I'm not talking about skin design. I'm talking about more precise control of module layouts on the page. Say you have three panes across. In the left pane, drop a text/HTML module and add some content. Center pane and right
pane, same thing but different content. The height of the three modules will wind up different.
Add three more modules, the situation aggravates. The spacer module gets placed in between other modules, to balance the layout of the page.
