For providing a simple link list use the links module.
For using Links within a formatted text use the approprite function of your HTML Editor. It depends on the HTML-Editor, how to do this. The default FTB3 has an icon in the toolbar (right to the yellow clock) for inserting and editing links, but you cannot easily
