If the ADAM server is on a non-domain machine, you will have to check the local server for policy settings. Since it is a non-domain machine, LDAP provider would not work here. Policy settings that are local would have to be queried by something like WMI.
You might check to see what you can find about interrogating system policies using WMI to start. Sorry, but I am not familiar with doing this myself.
