For me, I usually assume that I will be using a database table and force myself to come up with reasons not to. The database table method is so much more extensible that if you have any future plans for enhancing the module then it's the best way to go.
My criteria are usually:
I love the module settings and have used them in my ScoreboardFeed module. In that module, I really only need to track one piece of data per module instance so the settings are perfect. But in other modules I've chosen to go with the dataprovider approach.
