Take a look here at the web cast
Hopefully it'll help you at least know where to start looking.
P.S. please count me out of the $100 if this does help.

which scheduled tasks are active?

I have only the following scheduled DNN tasks running:
Also, I've looked at FileMon and ProcessMonitor and nothing leaps out at me as being out of the ordinary.
I'm going to next try turning all of the scheduled services off and see if that impacts anything.

Now I found the solution!!! When I disabled the Scheduler, everything works fine. CPU consumption is 2-3% and sites work fast. It is not enough to inactivate the scheduled applications but you have to disable it from host settings.
But how this can happen? The scheduler is one of the most important parts of dnn and seems to be that it is not programmed carefully. I programmed many services like the scheduler and all work perfect without any cpu consumption. One is especially written
for dnn which pings the sites every 15 minutes to keep them alive and eats 0 cpu.

Sorry, the problem was a third party program named XMLViewState which writes Viewstate to the disk instead of the page. The problem is it uses a timer to rewrite the pages and this causes CPU to utilize 100%.
I moved that program and restarted the schedıulers of all DNN installations and now everything is fine.

How did you move the XMLViewState program? I'm having this exact problem with the FileSynchronization scheduler in DNN 3.2. I've disabled that scheduler and CPU usage has returned to normal. However, I really need to be able to use the File Synchronization
scheduler. I can't even find the XMLViewState program. What exactly is the next step to correcting this?
Your help would be greatly appreciated!
