Have you checked to see if the OAB's are being created correctly on the Exchange Back-end servers?
We initally had this problem on our test system. Once we set-up diag logging on the OAB server the problem was identified.
In ESM right click OAB server> Properties > Diagnostics logging> Select MSExchangeSA and then set OAL Generator to maximum. This will place any OAL creation/rebuild errors into the Application event log on the OAB server.

The fix is included in the Post SP1 rollup (839647) which is included in SP2, so yes it is included in SP2.

I have had this issue of OAB not downloading correctly and one way we resolved it was by removing the local copy on the workstation and forcing a manual redownload.
Are you still having Problems with it?
