Okay - figured out the 404 errors - by default, IIS 6.0 is not set to allow .aspx pages - .asp are fine, but not .aspx. So, I set it up in the IIS config, and now it seems to at least find the .aspx pages, but it keeps giving me the following errors now
Active Server Pages error 'ASP 0221'
Invalid @ Command directive
/Install/Install.aspx, line 1
The specified 'Page CodeBehind="Install.aspx.vb" language="vb" AutoEventWireup="false" Explicit="True" Inherits="DotNetNuke.Framework.Install" ' option is unknown or invalid.

Apparently .NET is not supported on 64 bit versions of Windows 2003 Server. Go figure.
You would think that their flagship products would support .NET - but, I guess not.

I've already tried that - to no avail - I keep getting :

Problem might be : I have moved my \Inetpub directory to the e:\ drive from the c:\ drive. The e:\drive is a large RAID5 volume. Is there something that I have to do inside IIS to get it to work with the new e:\inetpub directory? All my other websites are
up and running w/ php5, activeperl, mysql, etc... with no problems. I originally had to do the
cscript.exe adsutil.vbs set W3SVC/AppPools/Enable32BitAppOnWin64 “true”
to get php to work as an IASPI in the first place, so I think it's actually working already. Anyhow - this might be another issue now.

Make sure the following user have the followign access to the DNN directory.
ASP.Net or Newtwork Services User List, Read, Execute, Write, Modify
IIS_WPG group List, Read, Execute
Users group List, Read, Execute
VS Developers group List, Read, Execute, Write, Modify
