Here is some information for you.
I get the first error, but when I open up the form in the IDE I get two additional errors:
Error 1 /WebReports/frmSiteSearch.aspx has a circular reference! /
Error 14 Type 'frmLokiSiteList' is not defined. C:\VS_2005\WebReports\frmSiteSearch.aspx.vb 70 32 C:\VS_2005\WebReports\
Error 15 Type 'frmLokiSiteList' is not defined. C:\VS_2005\WebReports\frmSiteSearch.aspx.vb 71 50 C:\VS_2005\WebReports\

Do you have SharePoint installed on that box? One thing I've seen a few cases of is where SharePoint is configured on the same box, and they leave a web.config file in the wwwroot\inetpub directory that clears out a number of modules and assemblies. That
might be one reason why it is working on your dev box but not on the server.
If that isn't the case, can you verify that you have V2.0 enabled for that application? Specifically, can you open up the site or application in the IIS Admin Tool, click on the ASP.NET tab, and verify that the site is running ASP.NET V2.0 (and not V1.1).

I'm pretty sure the problem is that you don't have the System.Transactions assembly referenced in your project. To add it, right click on your project root node and select the "Add Reference" menu item. Then scroll down and add "System.Transactions" from
the list. This will add a reference to the System.Transactions.dll assembly (which is where System.Transactions is implemented).
I think you will be good to go after that.

I just verified in VB that the error message you are receiving is because the System.Transactions.dll assembly isn't being linked to your page (that is the exact error code). So now we just need to figure out why that is the case.
Can you verify that the web.config file in your production server environment has the <assemblies> section it in with System.Transactions.dll? And then, can you verify that that directory with the web.config file is marked as an application in IIS (as opposed
to a virtual directory or sub-directory)? It could be that the web.config file is in a non-application root directory -- in which case its settings aren't getting read.
Also -- have you tried doing a publish-web option to deploy your app instead of deploying the source code for dynamic compilation? If you deploy using publish web, then the compilation will all happen in the IDE, and you will just deploy the binaries for

What do you propose is the issue for this same type of error and error code but in regards to a custom class (i.e. MyClass.vb in the App_Code dir)..

It works on my dev box but not on another server....

I was having the same issue, ASP.Global_asax' is not defined. What I did was targeting the 3.5 framework, and the error got resolved.
