The password reminder feature seems to be working fine on my DNN3.1
Have you tested that your email settings are configured correctly? You can test this logged in as the Host.
Go to Host > Host Settings
Under Advanced Settings,
SMTP Server Settings - there is a Test you can perform.
Also, Admin's do receive a Password Reminder.

This happens wenn the user is lockout ... then the password reminder is no password.
I think the message text will be send isn't right... somethink like "...your account is lockout, please contact the webmaster...."

we have experience the same problem.
The "password reminder" function returns blank password for just some users: they are not admin roles and they are not locked out.
We are currently using version 3.1.1 with the Italian Language Pack
Syntoms: User A and User B are in the same role that is not an admin role (and they aren't in other roles); when they click on "password reminder" function User A receive is password and User B receive blank password.
Both passwords are "normal" something like "AAAA"
Moreover it appens that: when User A changes his password it could append that he doesen't receive the password (like User B) or viceversa when UserB changes the password than he receives password from portal.
This very strange and random, we could not understand the reason or the rule when this occures
Anyone discovered something more about this possible bug?

Yes. I just reported this for DNN 3.X and 4.X
Here is a full report on it:
It will need a bug fix in a new release, or get your users to create passwords which are not only 0-9 A-F
