I am having the same problem -- clean install with both non-source and source files on 3 different computers Window XP SP2, Windows 2003 (standard and enterprise).
I deleted the old files and downloaded new zip files and unzipped with defaults C:\ DotNetNuke a number of time. I alos deleted and recreated the SQL DotNetNuke database and checked file security settings and IIS access settings.
I have setup DNN before and I review the install instructions, read Professional DotNetNuke Asp.Net Portals, and Building Websites with VB.Net and DotNetNuke 3.0.
I did notice that when I downloaded the new zip files yesterday and today (8/8-9/2005) and unzipped them to the C:\DotNetNuke folder they did not include a web.config file? So, I used one from an older download
(3.1.0) that had been working.
This is one of the errors: "DotNetNuke.Services.Cache.CachingProvider threw an exception" other times the error will be with the data provider.
I also tried downloading the source package and rebuilding it with VS2003 but received too many build error.
Any help would be appreciated,
