I'm just getting started with dotnetnuke and downloaded the recently available 3.1 version. When I get to the installation step to modify web.config to point to the correct SQL Server database, I discovered there is no web.config file in the dotnetnuke subdirectory.
Can anyone help me with addressing this issue?

Rename release.config to web.config.
The file is so-named to ensure that existing web.config files are not over-written. The MachineKey value contained in the web.config is unique to a portal and if it is over-written the portal would be unusable since the password decryption would fail.
