With Enterprise manager delete the entries for the portal you want to remove from the following tables by this order:
(be carefull, I did it with a query that filtered the portal ID in order not to delete other portals.)
Delete in Tables:
That way you will avoid the FK conflicts.

I am sorry but the issue is too obsolete for me now so I can't remeber exactly what I did then.
I guess the query was something like:
WHERE PORTALID = portalid
you should put the appropriate table name in tableName and the id of the portal you want to delete in portalid. You should find the portal id in the portals table.
Just be carefull and backup the DB before you start playing with that.
I am sorry I cannot recall the exact process.

We are experiencing this same problem. However, the problem doesn't exist for the Host account. This leads me to believe it's not an issue with the skins. The problem occurs with a variety of skins, including the default DNN skins, which also leads me
to believe it's not a skinning issue.
We have been working around the issue so far, in the hopes that the recent minor DNN releases resolve the problem. Workarounds have included, for example, logging in as host to make changes, or having the administrator change the skin set for the site in
the Skins tab rather than in the Site Settings tab. However since the problem persists even after upgrading to 3.2.2 we are going to make more of an effort to troubleshoot it now.
