Good question and timely for me as well. I've been doing some research on CAP alert protocols, and must say it's not an easy tasks to get hold of the particulars. I did check out the Spohn software, and it's kind of a solution, but not really of much use
for what you are trying to achieve w/o some manual intervention.
Now, I'm not sure how you are planning to 'recieve' your initial alerts, but that to me is more crucial. Are you planning on just having someone monitor various available channels for alerts, or do you want to automate the process. I'm not yet clear on
the source of authenticated Amber Alerts. There is a site that supposedly is updated, but I really don't know the source of their information. If you want a localized list of Amber alerts, I think more research into who is responsible for generating them
and who/what kind of organizations can subscribe to them is in order.
My main interest is providing an Alert system which can be used in our Hospital environment. We've a need to generate a lot of various alerts, from Code Blues to Amber Alerts to Weather Alerts to System Availabitlity. At this point, we've got HR resources
that monitor local channels and send out email and overhead alerts, but the system doesn't do very much good for hearing impaired folks, and lacks the ability to offer the info on a centralized web accessible area.
Tell me more about your vision of implementing this type of module.
