It has been talked about a few times but has anyone done this in 3.x..
Basically .. I don't want the admins of the child portals being able to do much.... I don't know if they need to do anything other than add pages and modules... maybe users.
So either I just create a new menu for 'admin' use and drop what I want on there or I clean up the other admin menu .. what do you think?

I also think a handy host tool would be one that could you 'empower' or 'disempower' each individual portal administrator, who in turn could also configure additional users they add themselves to the adminsitrator role.
Im sure this was brought up seemingly ions ago, but limiting module visibility and functionality to ceratin adminsitrators beyond the premium method would be of great benefit. it maybe on the road map who knows or it just maybe an idea that time has forgotten.

This sounds like it might handle what you are wanting to achieve.
