The Microsoft.Web.UI.WebControls.dll is created when you run the BUILD.BAT file which resides in the root of the folder that you installed to.
When your done running the BUILD.BAT file you find the .dll in the /Build folder.
I suggest you put a PAUSE in the batch file so you can catch any errors. To add this, from Windows Explorer, right-click on the Build.bat | select properties | and turn the readonly attribute off you can now edit this file (open with notepad). I modified
mine to the following so that I could determine why my .DLL was not built - it turns out that I didn't have CSC.EXE in my path.
Below is my modified BUILD.BAT - not that I added the statement to update my IIS root.
@if "%_echo%"=="" echo off
if not exist build mkdir build
csc.exe /out:build\Microsoft.Web.UI.WebControls.dll @IEWebControls.rsp
xcopy src\Runtime build\Runtime /E /Y /I /Q
xcopy /s /i .\build\Runtime c:\Inetpub\wwwroot\webctrl_client\1_0 /y
