I loaded 3.1.3 from scratch the other day with no problems at all. Yesterday I created a new portal and filled in a new administrator account. When the administrator logs in, they cannot adjust the logo, background, Image module, or any other place where
you can pick from the file system. All of these items just have a message that says 'You don't have permission to see the files on the site'. I did nothing special to this account. The administrator
can browse files with the file manager just fine. I have no idea why DNN tells him otherwise. Anyone know what I need to do to fix this?

The portal (parent portal) had 50MB allocated to it. The error message isn't about a lack of disk space. It says its a permission issue. The portal admin can upload files via file manager but can not use any of the file selectors in the modules or the site
settings. They all have this error in red in place of where the file picker is supposed to be.
You don't have permission to see the files on the site
The user does have admin and in the file manager admin is already selected and can't be changed anyways.
Can anybody who has 3.1.3 log in as admin on a portal and see if they also can't set Image Module, Site background, or Site Logo? This may effect 3.1.2, I just never logged in as admin before.

I still can't solve this. It is making v3 completely useless to me.
I have tried this with TWO v3.1.3 installations and they both are behaving badly.
The prebuilt Admin and Host accounts work fine.
If I create a parent portal, then login with that portal's admin account, the admin cannot use any of the file selectors. But the admin can use the file manager under the Admin menu. I have ensured I set the portal size to 50MB. I have also double checked
everything else I can think of. If someone has 3.1.3 running, please try creating a portal, then login with that portal's admin account to see if you can set the logo, etc.

I have created a number of child portals and never got this problem. Are you using any special configuration? Could you reproduce this on a completely new installation?
The cause of this problem if because somewhat your admin user is not having the right (dnn) permissions to access the folders. You could try going to filemanager (under Admin) and setting permissions to all folder for all users.

Thanks for the help. I have this same problem on two seperate instances. One is a clean DNN 3.1.3 and the other is an upgrade from 3.1.2. I just don't get it. I'm going to go flip all the permissions for the file manager, but I don't want to keep it that
way. I've only done parent portals. I'm going to go create a child portal and see if I still get the error too.

Ok. I have narrowed the problem more with enough playing and found the workaround. But I suspect this is a REAL bug in DNN.
To fix this you must open file manager and hit the update button. Almost as if the administartor is NOT assigned permission to the folders until the administrator assigns the permissions to himself. I never actually hit the update button because you don't
need it to upload. But when I tried your suggestion to open the permission to everyone, I used the update. Then I flipped the permissions back and the file pickers still work. Then I did further testing on all my other 3.1.3 portals and figured out that all
you need to do is use this update button. Again, I ask if someone can create a real quick test portal on a 3.1.3 instance and verify this? Both of my 3.1.3 installs are on the same server and done by the same person (me) so I can't trust the tests completely.
Thanks all. I'm so happy I can work around this.

A bug related to this has just been fixed, it may solve this problem too.
