While installing MPS according to version 3.0 manual I get the following problems.
When I try to Initialize the Plans Database I get the following error in the Deploytool
Message: <errorContext description="New transaction cannot enlist in the specified transaction coordinator." code="0x8004d00a" executeSeqNo="9"><errorSource namespace="Error Provider" procedure="SetError" /><errorSource namespace="Managed Active Directory"
procedure="ReThrowError_" /><errorSource namespace="Managed Helpers" procedure="CreateEventTypeRecord_" /><errorSource namespace="Managed Helpers" procedure="InitializePlanDatabase" /></errorContext>

And later when I try to install the webservice I have problems with setting the DACL on c:\windows\temp. I should point out that I am trying to install on a domain controller due to some technical design issues. I noted another input in this diskussion
on the same topic.
Is the only resolution to install on a non domain Controller????
I am thankful for any input in these matters. Do not hesitate to ask for complete logs.

I fought this for hours.
First if you use MSDE2krA, you need to tell your SQL client to use named pipes first.
Second in your components mmc, expand component services, right click on my computer select prop's, msdtc tab, security button enable Network dtc.
Lastly turn off rpc security on both the SQL DB server and the Cleint.
Do not try an use your DC as the service control server, its just bad voodoo.
