Well, Due to some junior coder from the core team, these options are hard-coded inside the DNN core code.
To remove the help options, which I’ve done on my portals, requires a re-compile of DNN.
The file you want to edit is DotNetNuke_3.0.13\admin\Containers\ActionBase.vb
Comment out lines 95, 97 and 99. After the compile, those help actions will not be visible any longer.
Hopefully the next release will have settings to disable these. Also, the online help will be useless to me, because most of my DNN Instances are INTRANET only with absolutely no possible internet access. So when click the online help, users get a DNS error.
I did notice there is a helpUrl option in the ActionBase any idea when a setting might go along with it so we aren't required to have our DNN instances connected to the internet!

it would be better to make it into a new skinobject that uses the same code, and then call it [customaction] you can then add setting file and have it dynamic without changing core, just change one thing in the container you are using.

in your custom skinobject you would then just override the code so that there is no help or online help
Another idea would be a http module that checkt the page returned and removes the action items fro help and online help or changes the call to online help to use the clean print skin/container instead of the while side with banners menu and everything
