Is there any posibility a server machine dialing up through a GPRS/GSM modem?? Any configuration or setting is needed? Plz advice. thanks

I just want to do a survey whether a mobility web server by using GPRS can be work or not.
For example, I want a PDA acts as a mobile web server. So that the clients browser form a connection to this mobile web server, request a page and receive it. Instead of using phone-line modem, DSL or cable modem to link with the Internet, I am thinking
deploying GPRS or EDGE service via GSM/GPRS modem for the PDA link to the Internet. It might be more cost-effective. Speed is not the problem for this case. And, this mobility web server is using a dynamic IP address. This is the problem for the mobile clients
to find the server if its IP has changed. And if the server keeps moving, it will keep switching into new networks, and therefore its IP will continue changing. For this situation, I am thinking to deploy dynamic IP DNS service to host my domain name, even
if the server have a dynamic IP address.
Plz comment and provide me some information or the things that i should know about this case.
