I received the same sorta error ... one possibilty, is the Home Directory in IIS set to the directory where you instaled DotNetNuke?
IIS->Default Web Site->(right click)Properties->Home Directory ...worth a quick look.

I'm having the same problem as the original poster. Went through the steps in that doc, verified everything, and error still occurs.

I experienced similar problems during an installation and after several attempts I just started over...
I deleted the DNN directory from the webserver and database from the dbserver and performed a fresh install and it worked! I did not go back to explore what might have been causing the problem originally, but everything has run fine since.

I just ran across this in the Installation documentation; this is probably what was causing my problems previously...thought it might solve some of your problems too.
