Whilst you can technically install it on MSDE, you need to ensure you are not limiting yourself. It would possibly be a good testing environment option, think very carefully before a production deployment. Just to recap, MSDE is the SQL Server engine but
with 2 key built in limitations - 2GB max db size, and concurrency limiter of 5 transactions at any time to limit performance. It also does not license you to use Enterprise Manager so you isql/osql skills should be sufficient to work around this.
You should be very careful in your choice for your prod environment because it is not recommended solution which could limit your support options. You also need to make sure that MSDE recoverability and backups are sufficiently dealt with because the MSDE
db will contain crucial information.
Summary - yes you can technically do it - not a good idea for production.

::2GB max db size, and concurrency limiter of 5 transactions at any time
Does any of this really limit MPS? IO mean, 2gb is a LOT for a database that handles configuration data only, and 5 transactions at the same time sound like a lot for this, too.
Besides, once you have it on MSDE, upgrading to SQL Server is trivial.
