  does the application_start & session_start from global.asax executes before the httphandler processrequest class?

  yes, the handler is executed between the "PreRequestHandler" and "PostRequestHandler" events. The diagram near the bottom of this page shows the general flow: http://www.aspnetresources.com/articles/HttpFilters.aspx
