The issue may be that you have multiple admin accounts (and I believe DNN picks up the first admin account in the portal).
I ran into this issue too (would be nice to somehow control this as a portal-level settings). Something like the "master" admin account, but for now, you can get where you need to go by making sure the first admin account has the right email addresses.

I hope that I do not appear too dense, but my notifications are coming from the right place but I am the only one recieving them. My users are reporting that they are not. Is there someplace that I need to enable that to happen?
