You might not have to reinstall the framework. "It depends".
As you said, the initial .NET framework/ASP.NET install puts the aspnet_client directory underneath your default web site. If you're running multiple sites on a server OS, it creates the aspnet_client directory under
every site root.
If you've somehow lost your aspnet_client directory because you inadvertently deleted it or some process clobbered it somehow, run
aspnet_regiis.exe -c. That will recreate the necessary client scripts directory.
From a command prompt, you'll have to cd over to C:\Windows\Microsoft.NET\Framework\v####. Substitute "WINNT" for "Windows" depending on your OS.
Alternatively, if you have VS.NET installed, go to the VS command prompt from the VS Tools menu. Then you don't need to cd anywhere.
