Since this is a known issue with DotNetNuke, isn't there a way that when we process the script file, we do a quick save as UTF and then process it? I know it adds a few seconds to the transaction, but then we can avoid this issue
which has been present from the 2.x days of DNN. As a general rule with the oracle dp, I re-save all the schema files with a little stub application as UTF and I'm sure we could do the same on the core side...
Just a thought - maybe someone from the core can comment?
