CDO.Message covers loads of problems. You need more information from the inner message of the exception. Take a look at a mod in http://www.asp.net/Forums/ShowPost.aspx?tabindex=1&PostID=491051 or debug and break to have a look at the inner message. You'll
then need http://www.systemwebmail.com/ which is full of useful stuff.
Does anyone have DLLs I can use instead of the shipping DLLs that will show the innerExceptions when I click "Test" to test the email and get this message? I've tried lots of things to solve this problem but still cannot figure out what is the problem.

Where is you webserver located? Is in inside your network or in a DMZ? If it is in DMZ, you may have to look at rules on your firewall. Try also using your ISP's smtp setting for outgoing emails.
