On windows, I have .net framework 4.8 and I have VS Enterprise 2017 installed. I wonder if I can use .net 5 and .net core 3.1 as well?

See for example https://dotnet.microsoft.com/download/dotnet/5.0 for requirements. VS2017 was supported forst firts versions but for latest ASP.NET Core versions, you need Visual Studio 2019
(or VS Code).
