To error like
<link rel="shortcut icon" type="image/x-icon" href="house_one.png" />
Relevant .png file does exist within deployed path, and what is reason of above error?

What if you try href="/house_one.png" ie this file is in Chat0 or at the root of your web site?

Yes, I put
<link rel="shortcut icon" type="image/x-icon" href="/house_one.png" />
and have re-deployed the project but it is still same error.

If add png image path in your project you have add type ="image/png" in your link tag
<link rel="shortcut icon" type="image/png" href="/house_one.png" />

I put the code in the way you suggest, but there is still same issue, to re-deployed web project.

Seems fine here. 404 not found usually means that the file is not found at the proper location on the web server and so can't be served.
What if you try to fetch directly https://site.com/house_one.png or
https://site.com/Chat0/house_one.png from your browser?
If you still have a 404 in both case make 100% sure the file is deployed and the name is correct?
