There is no magic bullet. You have to check what does the parameter and if it is needed or not. If you mean appSettings, accessing settings through your own strongly typed class can make easier to see if a particular value is used or not...
If not enough take care of asking something a bit more specific so that we don't have to guess first what you are really trying to do (you can have quite a lot of things in web.config).
