I'm trying implement OpenID connect user authentication in Visual Studio 2010. I see examples for using ASP.NET Core authentication but the application was developed using Visual Studio 2010 and the .Net 4.0 framework. Is there anyway to use Core authentication
for OpenID in Visual Studio 2010? If not, is there another way to handle OpenID authentication in Visual Studio 2010? Haven't been able to find examples for older versions of Visual Studio.

It was done using Owin (the ancestor of the ASP.NET Core middleware pipeline) and https://devblogs.microsoft.com/aspnet/owin-security-components-in-asp-net-openid-connect/
So far I don't find any explicit mention but from a quick try it seems 4.5 or later is required...
Edit: note that your 4.0 app runtime could perhaps run using a later runtime version already installed on your server. If this is the case you could consider to change the .NET versnio targeted by your app. See https://docs.microsoft.com/en-us/dotnet/framework/migration-guide/application-compatibility for
