I'm using asp.net core 2.1 and searched a lot to find a way to scan documents by scanner in an asp.net core mvc project, But I didn't find.
I found TWAIN library V4 which supports core but it is not free.
How to scan documents in an asp.net core mvc project free please?

What do you mean by scanning images? Would you please elaborate?

There are many Twain libraries and you can build a Web service application that supports this. Then install this application on the client machines as a service, googling you may find a start projects.

It seems that there are no free JS libraries for .Net Core to scan documents , the popular JS library is
Dynamic Web TWAIN. You could find existing solutions on github.
You could refer to TWAIN dotnet library which has a working version of V3 branch.
