I am using Visual studio for Mac and I have a .Net Core 3.0 app . How can I publish this to Azure Linux ? Every time I do it it publishes the app to Windows . Under the pricing I always select B1 (Windows and Linux both have that pricing tier) and it publishes
the app to windows. Any help would be great since I am new with this. I am following the steps of this video

You can try to create the Azure Web app service with Linux OS on Azure portal, then check if you can find and choose it from existing App Service list from Visual studio for Mac while you publish the project.
Besides, for further questions about Visual studio for Mac, you can post on this forum.

Try https://uk.godaddy.com/help/download-your-webmatrix-publish-profile-web-deploy-9058? and https://docs.microsoft.com/en-us/visualstudio/deployment/quickstart-deploy-to-a-web-site?view=vs-2019
Most hositng services should have support for web deploy or at worst FTP.
