You can try to use Nlog in Razor Web page.
You can install the Nlog by Nuget package, then need to configure options for NLog.
NLog works with targets and rules. You can save the output log information as txt file of the targets.

I do not use Razor Web Pages, but it predecessor Web Pages. It still uses Razor.

Writing to a text file is pretty basic stuff in .NET and well covered in the documentation.
Logging in web applications must be tread safe. You might have to add a lock() so you don't get two threads trying to write at the same time.
There are also logging libraries you can find with a simple Google search.
