How to add it to reference without manual work,i.e to through code I want it to be added to reference..
You can try use the following code to add local dll through code:

Unclear. To me "adding a reference" is done at design time.
https://docs.microsoft.com/en-us/nuget/consume-packages/install-use-packages-powershell allows to fetch a pakcage and add the needed references to a project.
Or do you mean you want to load a DLL at runtime and then use it ?
Or you are trying to create a Visual Studio plugin ?
Or just telll us the problem caused by adding a reference "by hand" and that you try to solve ???
