can i directly use bootstrap carousal image slider in my react redux typescript project (ASP.NET CORE 3.0) ?
or i 'll have to install some npm carousal package ?

There are several react bootstrap support libraries for this, or you can easily create a react component for this. See react support of refs and useEffect or the old class life cycle events
The default react templates for dotnet uses reactstrap, which includes the carousel:
dotnet new react
npm install redux react-redux redux-thunk --save
note: if you want to create a new react app for your current spa services project. delete the contents of ClientApp. then cd to project root:
npx create-react-app clientapp
this will create the default react template (dotnet run will start the index page, so it will run). then you can follow any samples.

and async processing will depend on functional design.
the typescript transpiler verification pass.
if you pick typescript be sure to google function programming in typescript to pick up the standard tricks for writing HOC's (common in react) and reduce/map (common in react & redux).
