What’s your VS 2019 version? Please go to Help-About Microsoft Visual Studio to check and share
it.
According to your description, I found some other community members also reported
this similar issue to the VS Product Team, please have a try with the following to work around this issue:
Close this solution and go to the project store folder and delete the hidden .vs folder, packages/bin/obj folders to, reopen this solution to test
Close VS 2019 and go to %localappdata%\Microsoft\VisualStudio\16.0_xxxxx and clean up this folder, restart VS 2019
If this issue persists, please add your comment to the above similar and the VS product team engineers are actively investigating the issue.
Will provide an update in there once they have a solution for this issue.

Error creating controller MVC 5 (with or without model)

Using Visual Studio 2019 Community and MVC 5 and getting this error.
There was an error running the selected code generator:
'The value -1 is outside the acceptable range of [0,2147483647],
Parameter name:value
Any ideas ?
